NOTICE TO PROPOSERS

NOTICE IS HEREBY GIVEN that the CITY OF LAUDERHILL is seeking sealed proposals for the following work as specified: 

ST. GEORGE PARK BUILDING IMPROVEMENTS

RFP NUMBER:  2019-018

CITY OF LAUDERHILL, FLORIDA

 

The City of Lauderhill will be accepting sealed proposals up to 10:45 A.M. EST, on Thursday April 18th, 2019, in the City Clerk’s Office, 5581 West Oakland Boulevard, Suite 421, Lauderhill, Florida 33313 and will be opened at 11:00 A.M. in Room 135. Proposals received after 10:45 A.M. will not be considered and will be returned unopened.  

The intent of this project is to provide renovations to the St. George Community Center located at 3501 NW 8th Street, Lauderhill, Florida 33311.

The work includes, but is not limited to, the following:

Demolition and removal of existing floor and wall tiles, partitions, bathroom fixtures, appliances, handicap grab bars, toilet tissue dispensers, stainless steel mirrors, etc. and replacement with those approved and specified by the City. This project will be funded with Community Development Block Grant funding. Due to funding source, special requirements apply.

DAVIS BACON COMPLIANCE

  1. The City requires the Contractor and all of its Sub-contractors to insert in full in any contract in excess of $2,000 which is entered into for the actual construction, alteration and/or repair including painting and decorating, of a public building or public work, or building or work financed in whole or in part from Federal funds or in accordance with guarantees of a Federal agency or financed from funds obtained by pledge of any contract of a Federal agency to make a loan, grant or annual contribution, and  which is subject to the labor standards provision of Department of Labor Regulation 29 CFR Part 1, 3, and 5.
  2. By accepting this project, the Contractor and all of its sub-contractors agrees to comply with Federal Labor Standards including the U.S. Department of Labor requirements, Davis-Bacon Act, and The Copeland Act by reviewing and signing the attached HUD 4010 form.   3. The Contractor shall comply with the provisions of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u, and implementing its implementing regulations at 24 CFR Part 135. Section 3 Clause attached as Exhibit “B”.

DUN AND BRADSTREET NUMBER

The Federal Government requires that all applicants for federal assistance to obtain a Data Universal Numbering System (DUNS) number provided by Dun and Brandstreet. Assignment of the number is free and can be obtained by phone at 1.86.705.5711or online at http://fedgov.dnb.com/webform. The process takes about 5 to 10 minutes to apply over the phone and a few days for the online registration process.

Proposals will be ranked on a combination of qualifications and pricing for proposal RFP #2019-018. A Contract(s) will be awarded to the, highest ranked Proposer as described in the Instruction to Proposers. Proposals will be based on the complete work required in the contract documents. Proposals based on a portion of the work will not be considered.

An original, three (3) copies and one electronic copy of the proposal must be received in sealed envelopes bearing the words “2019-018 ST. GEORGE PARK BUILDING IMPROVEMENTS” and should be hand-delivered or mailed to the City Clerk, City of Lauderhill, 5581 West Oakland Park Boulevard, Suite 421, Lauderhill, Florida 33313.

E-mailed and faxed proposals will not be accepted.

A non-mandatory pre-bid meeting will be held at 9:30 am on, Thursday, April 4th 2019 in Meeting Room 135 which will be immediately followed by a site visit.

Contract Documents may be examined and obtained on and after March 28th, 2019 at the Purchasing Department, City of Lauderhill, 5581 Oakland Park Boulevard, Lauderhill, Florida 33313.

Responsible questions regarding this RFP offering may be directed to the following key personnel: purchasing@lauderhill-fl.gov. The last date for questions pertaining to this proposal is seven (7) days before due date. Questions after this date will not be answered.
